Odisha’s Semiconductor Push: Rs 2,078 Crore SiC and GaN Plant Gets Green Light

Odisha is adding another piece to its emerging semiconductor and advanced manufacturing ecosystem, with SICSEM Pvt Ltd receiving approval to set up a Rs 2,078 crore manufacturing facility for silicon carbide (SiC) wafers and gallium nitride (GaN) in Khordha.

The project was among the 27 investments cleared by Odisha’s High Level Clearance Authority (HLCA) at its 46th meeting on September 23, 2026. The proposed facility has a potential to generate 1,200 jobs and has been classified under the semiconductor sector.

For Odisha, the project adds a semiconductor materials manufacturing component to a much broader investment pipeline that includes data centres, artificial intelligence, energy storage, green energy equipment and advanced manufacturing.

Rs 2,078 crore semiconductor project

According to the Odisha government’s project list, SICSEM Pvt Ltd will establish a manufacturing facility for Silicon Carbide wafers and Gallium Nitride in Khordha. The project has a proposed investment of Rs 2,078 crore and potential employment generation of 1,200 people.

The government describes the project as adding a new advanced technology manufacturing capability to Odisha’s industrial investment pipeline and strengthening the state’s emerging semiconductor and electronics manufacturing ecosystem.

Why SiC and GaN matter to the project

The proposed facility is notable because it is focused on two specific semiconductor materials: silicon carbide and gallium nitride.

Rather than being described simply as a semiconductor manufacturing plant, the Odisha government specifically identifies the project as a facility for manufacturing SiC wafers and GaN.

This makes the project a semiconductor materials manufacturing investment within Odisha’s broader technology manufacturing push.

However, the government document does not provide details on the proposed wafer production capacity, GaN capacity, technology partner, plant size, customers or expected commissioning date. Those details therefore cannot be established from the HLCA document.

Khordha emerging as Odisha’s technology cluster

The semiconductor project is being proposed in Khordha, the same district where Odisha has cleared several other technology intensive projects.

High Density Datacentre Ltd has received approval for a Rs 1,04,550 crore integrated data centre park in Khordha, while HCL Technologies has proposed a Rs 14,257 crore AI optimised data centre in the district.

Khordha is also home to multiple lab grown diamond projects cleared in the same investment round.

This creates a notable concentration of data centre, AI, semiconductor and advanced manufacturing proposals within the district.

Semiconductor project comes alongside battery and green energy investments

The SICSEM project is part of a wider technology and clean energy investment push.

Aare Solar Pvt Ltd has received approval for a 10 GWh advanced LFP Battery Energy Storage System assembly plant in Nuapada, involving an investment of Rs 1,050 crore and potential employment generation of 1,400 people.

Larsen & Toubro has also received approval for a Rs 5,000 crore green energy equipment manufacturing unit in Ganjam, with potential employment generation of 700 people.

The Odisha government says these projects will strengthen the state’s capabilities in semiconductor materials, energy storage, electrolyser systems and other green energy technologies.

Odisha’s Rs 2.47 lakh crore investment pipeline

The SICSEM approval comes as part of a much larger investment package.

The 46th HLCA cleared 27 projects involving a cumulative proposed investment of Rs 2,47,115.70 crore across 15 districts, with potential employment generation of 50,162.

Data centres, ITES and AI represented the largest investment segment, with four projects accounting for approximately Rs 1,42,941 crore.

The semiconductor project sits within this broader shift towards technology intensive industries. The state government highlighted data centres, artificial intelligence and semiconductors alongside green energy, advanced manufacturing and other emerging sectors as part of the changing composition of Odisha’s investment pipeline.

Odisha’s semiconductor ecosystem gets another building block

The SICSEM project is relatively small compared with the Rs 1.05 lakh crore data centre investment cleared in the same HLCA meeting, but its significance lies in the type of manufacturing being proposed.

The Rs 2,078 crore facility would add SiC wafer and GaN manufacturing capability to Odisha’s industrial base. The state government specifically links the project to the development of its semiconductor and electronics manufacturing ecosystem.

At the same time, Odisha is building out adjacent infrastructure and industries, from large scale power projects and battery storage to data centres and green energy equipment.

The latest approvals therefore show Odisha attempting to broaden its industrial base beyond its traditional strengths in steel, mining and power towards technology driven manufacturing and digital infrastructure.

For now, the SICSEM project remains an approved investment proposal. The HLCA document establishes the proposed investment, location, sector and employment potential, but does not provide a construction or commissioning timeline.
