High Density Datacentre Ltd, an Adani Group company, has received approval to set up an integrated data centre park in Odisha’s Khordha district with a proposed investment of Rs 1,04,550 crore. The project is the largest among the 27 investments approved by Odisha’s High Level Clearance Authority (HLCA) at its 46th meeting and accounts for a substantial share of the state’s latest push into data centres, artificial intelligence and digital infrastructure.
According to the Odisha government, the project is expected to generate potential employment for 1,000 people. It has been classified under the IT, ITES and Data Centre sector. The Odisha government approved 27 major projects involving a cumulative investment of Rs 2,47,115.70 crore across 15 districts at the 46th HLCA meeting held on September 23, 2026.
The projects have a potential to generate 50,162 jobs and cover sectors including data centres, AI, power and energy, steel, semiconductors, green energy, healthcare and advanced manufacturing. Data centres and AI emerged as the biggest investment segment in the latest clearance round.
Four projects in the IT, ITES and data centre sector have a combined proposed investment of around Rs 1,42,941 crore. High Density Datacentre Ltd’s Rs 1,04,550 crore project makes up the bulk of this proposed investment.
Three other data centre projects
The Odisha government has also approved three other major projects in the data centre and AI infrastructure space. HCL Technologies has proposed an AI optimised data centre in Khordha with an investment of Rs 14,257 crore and potential employment generation of 385 people.
In Puri, Sentraforge AI Ltd will establish an AI data centre along with a Global Capability Centre with an investment of Rs 22,634 crore. The project has potential employment generation of 2,320 people.
RKD Construction Private Limited will establish a data centre facility in Katak with an investment of Rs 1,500 crore and potential employment generation of 220 people. Together, the four projects represent a proposed investment of Rs 1,42,941 crore, highlighting the scale of Odisha’s emerging data centre and AI infrastructure pipeline.
Why Khordha is becoming important
Khordha has emerged as a major destination for technology related investments in the latest clearance round. Alongside the High Density Datacentre project and HCL Technologies’ AI optimised data centre, the district is also attracting investments in semiconductor manufacturing and lab grown diamonds. SICSEM Pvt Ltd has received approval for a Rs 2,078 crore manufacturing facility for silicon carbide wafers and gallium nitride in Khordha, with potential employment generation of 1,200 people.
The concentration of data centre and semiconductor investments could help build a broader technology infrastructure ecosystem around the district.
Power becomes a key component
The data centre push comes alongside a large expansion in Odisha’s power infrastructure. The state has approved four power and renewable energy projects involving a combined investment of Rs 54,287.70 crore. These include two thermal power projects by NLC India with capacities of 3,200 MW and 1,080 MW.
The simultaneous push across data centres, AI and power is significant because large scale data centre infrastructure requires substantial and reliable electricity supply.
A broader shift in Odisha’s investment mix
The latest HLCA approvals indicate a wider diversification of Odisha’s industrial investment pipeline.
Data Centre, ITES and AI projects account for Rs 1,42,941 crore of the approved investment. This is followed by power and renewable energy at Rs 54,287.70 crore, steel and steel downstream at Rs 14,000 crore and lab grown diamonds and gemstones at Rs 10,680 crore.
The Odisha government said the latest approvals reflect the emergence of digital infrastructure, artificial intelligence, semiconductors, energy storage, green hydrogen and advanced manufacturing alongside the state’s traditional industrial strengths.
What the Adani project means for Odisha’s data centre ambitions
At Rs 1,04,550 crore, the High Density Datacentre project is by far the largest individual data centre investment in the latest Odisha clearance pipeline.
The project also represents around 73% of the Rs 1,42,941 crore investment proposed across the four IT, ITES and data centre projects cleared in the HLCA meeting.
The Odisha government has described the four projects as a significant expansion of the state’s digital infrastructure ecosystem, with the potential to strengthen its position in data centres, artificial intelligence, global capability centres and technology enabled services.
The project is still an approved investment proposal in the government’s HLCA pipeline. The document does not provide details on the proposed data centre’s capacity in MW, number of facilities, construction timeline, server capacity or the specific customers expected to use the park.
For now, the key number is the Rs 1,04,550 crore investment commitment, making High Density Datacentre Ltd’s proposed Khordha project the centrepiece of Odisha’s latest attempt to build a large scale digital infrastructure ecosystem.
